A non-profit idea VC would still be aiming at the "1% that make gangbusters," it's just that the measure might not be profitability, but something like "creation of new idea substrate" or essential concepts... there are a lot of would-be philanthropists, this doesn't seem crazy

Its not crazy, I just think that that is currently at least 50% happening? Its not like the NSF isnt trying to target "high intellectual demand" or "broad social impact", two of its merit criteria. I think many groups aim at this, if they are failing, why do they fail?
