I suspect we are. But I may have misunderstood what you mean by a diversified funding ecosystem?
More grants, more contests/prizes of all types, more VC-style funds, more individual philanthropists supporting ideas by word of mouth, more web-based "I like your essay, here's a year of funding," more... patronage generally, in forms you and I can't easily anticipate

People should also be able to put out a loan on someone they see promise in, and have a capital pool available to carry the float awaiting interest. There’s a nice private sector solution to funding.

I want to believe you are right because I'm philosophically inclined to decentralization. But I suspect the outcome will be that researchers, constantly fearful of how they will have food on their plates, will be even more inclined to jump on bandwagons and chase easy results.

My (limited) experience with both research grant councils and VCs is that a good grant council, such as the NSF, is way better at spotting and rewarding innovative ideas than most VCs.
