      Credit to Noah, he does outline his goal as being A: basic research, B: funneling money to rural-ish areas, and C: keeping intelligent angry people employed and not-rebelling. This does achieve those goals as well as any idea, whether they are good ones is fair to debate.

      What are we trying to accomplish by "increasing" basic research? What are the terminal goals, there? Are those goals best met by increasing the # of college professors? Do college professors work in disproportionately rural areas? How could we otherwise increase spending there?

      I 80% agree on the basic research question, our current system is ill-structured and in particular rewards box-checks over ideas - my 20% comes from a lack of faith in there being a *great* way to do basic research overall, vague outputs = vague inputs.

      The trough I'm trying to lead this particular horse to is labeled "your lofty aims are good, your incentives are bad, stop signalling and start trying to build systems in good faith."

      To run with that (I have no strong opinion on this) how does one structure an incentive system for a job that could be "your whole career does nothing much, and thats ok?" Basic research I think requires that to be a possibility, and surmounting that is very hard.

      I mean, this is literally what VC is for commercial ideas — you're expecting perhaps 90% to amount to nothing. We need a VC model for the commons

          True, though VCs also get 1% that make gangbusters - VC funds structure their strategy around those, the 90% are detrius. BR by definition doesnt capture the finc. returns of its impact, and calc-ing the value add sans that is tough - innovation in firms is still hard to value!

          A non-profit idea VC would still be aiming at the "1% that make gangbusters," it's just that the measure might not be profitability, but something like "creation of new idea substrate" or essential concepts... there are a lot of would-be philanthropists, this doesn't seem crazy
