A profession also currently engaged in a process of trying to separate gender dysphora from gender non-conformity, maintaining one as a diagnosis while desperately trying not to look bigoted by rapidly-evolving standards. But perhaps I describe another part of the elephant.

Sounds like you haven't heard of the Law of Continuing Failure! Any organization that fails without even coming close to success is not competent to correct itself after receiving a shock.
