Why does this happen in the richest country on earth? Rent-seeking at every level. Total gov funding per student per year in Arkansas is $9.8k. Teachers and students see very little of that, but a lot of pockets get lined along the way.

I don't know any of the details (I don't live in the US), but it's absolutely messed up. Any school in my country (Denmark) has plenty of school supplies for any project. This is 3rd world country level of school system.
