Because the stereotypes generated by anti-Americanism are among the few that run no risk of creating outrage. Anti-British stereotypes are also among the few, by the way.

Easy targets, we all know at least a stereotype of a loud, brash American, so jokes are easier to write, a plausible backstory is automatically created. Plus a national appreciation of feeling superior, especially to Americans. Revenge for USA attempts at British accents.

Saw an Indian film recently (“Thugs of Hindostan”): British were all evil. Saw a Chinese film recently (“Reset”): All Americans were evil. Just seems to be a cinematic shortcut to have the bad guys be familiar foreigners.
