...if that is what you're suggesting, certainly people *can* choose to study a variety of topics online, at their own pace, from their living room. But assuming that people will just take it upon themselves to study civics and philosophy seems... naive, I suppose.
Isn’t it a bit naive to think anyone can benefit much from studying philosophy — or anything else — without taking it upon themselves? Endemic grade inflation reveals students’ preferences for easy A’s, and the colleges’ willingness to cede. The customer is always right, I guess.

As Bryan Caplan points out, just about anyone can take any course they like at a top tier university for free. There aren’t guards posted at the classroom doors. Professors would largely be thrilled. But there’s not much demand for the actual education, just the proof thereof.
