Not so much, in the US at least — by the 1830s, 7-17 year-olds made up two-thirds of the factory labor force. Nobody thought they needed minding. Compulsory schooling was partially a Protestant project (the major update, remember, being that individuals could interpret scripture)

...but compulsory schooling was also partially a project of a burgeoning new state. It was understood (moreso then than now) that educators are a sort of co-parent. Compulsory education gave government considerably greater insight into & control over the upcoming generation
