Learning described as hard and boring indicates that the subjects, or mode of teaching, being taught exist on the threshold of cognitive aptitude, and beyond the threshold of interest. On the basis of this alone, it's time to audit the teachers and whoever creates the curricula

Far from enough. Change laws that require children to attend school. Truancy laws are the enemy. Eliminate compulsory schooling so “how best to learn” becomes something to be solved by the free market. (Entrenched socialist education “systems” have an interest in the status quo.)

Wow, that quote is just such a bad take. I'm always sort of flabbergasted when people don't check their priors. Even if you wholeheartedly believe that learning is hard and boring, all you'd have to do is make like a toddler and ask "Why is that? / Why can't it be easy / fun?"

"Boring" is the key problem there. I'm okay with designing learning to be hard when teaching skills like resiliency, but you're missing the mark if it's boring.

Do you believe it's reasonable to think you'll retain information delivered via lecture about something you absolutely do not care about? Do you believe it's a character defect if you fail to? If so, why?
