      There's no level at which "control people by threatening or performing violence against them" creates what anyone reasonable calls "discipline." It's not even a particularly good way to train an animal

          There exist very special patterns of threats (of hell, spanking etc) with the property that if inflicted on people (in a given society), they'll inflict them on others. Most patterns of threats don't do this, as you said. One can't make one up at will. But they can evolve.

          If say consistency counts for a lot, whether corporal or other discipline. Chaotic permissiveness is a terrible strategy in any domain (ok, not free jazz).
