I mean, is "trying to stop people from getting malaria" an example of 1? Yes, I would argue, if you're doing it by moving money around toward that end. That the money gets turned into bed nets (or pamphlets) somewhere along the way doesn't really matter.

(That said, effectively preventing the spread of malaria is a pretty great example of the kind of win Tyler applauds in his book: where redistribution of resources leads to productivity gains and growth. So it's ultimately 1 *and* 2.)
