If I was trying to stop people assaulting one another, is that 1 to you? That's how I think of work to stop factory farming. Anyway, lots of EA is in practice about redistribution, but I don't think that's an essential aspect to it.

One could support EA principles and philosophy and think redistribution is bad or neutral for some practical reason.

Even within global poverty, I'd say there's lots of 2, not just 1. The idea of getting more bang for your buck is maybe the single code idea in EA, and it's all about spending the same $ for better results, not just improving welfare by spending more $.

2 and 1 are intertwined (is it a money pie, or a "quality of life" pie that you are splitting/growing?). I'd consider GiveWell recs moving $ from well-funded to neglected diseases to be 2. Even more clearly 2: open phil efforts on seasonal migration, land use reform, macro econ.
