Sure, but I don't know that many communists are demanding a world-czar either, and that doesn't really have a bearing on whether their own conception of their ideal society is centralized or hierarchical
The communists also had a "reverence for decentralization". In theory, communism entails the abolition of the state! In practice, nobody figured out how to do that, and they got stuck in the "first we need to crush the bourgeoisie, which requires central power" phase.
The "theoretical commitment to decentralization vs. practical commitment to central power" problem looks more like a similarity between communism and NRx, rather than a difference.
