I've spent many, many very tiring hours interviewing developers. All I wanted was to hire the most cost-effective ones, not even the best (I can train juniors). How exactly am I incentivized to keep the barrier high? Do you think I enjoy being overworked?

But if you're expecting someone to hand-write a program, the problem it solves must be relatively simple, and a moron with a lot of experience staring at built-in functions will perform better than a very creative novice.

I'm lost here. How would experience with built-in functions help you? Nobody cares if you remember API function names or forget a semicolon when you write code on a whiteboard.
