Only problem is that this definitely won’t be evenly distributed. Mods for the rich will make the more effective while the poor get left behind.

True, down to the most basic goods that account for decent nutrition. An expensive genetic modification that could raise IQ by 12 points would be sufficient to create class panic, but *a supply of iodine* does exactly that(!), & the answer isn't to deny iodine to everyone equally
