Companies have little leverage against graduates from major CS programs, and enormous leverage against people with certificates from newly-established coding schools. Even so, most companies don't want to replace (1) with (2).

The veracity of the first statement relies on the second one, and the second one is pretty rapidly disintegrating (if changes in hiring practices at e.g. Google are any indication). Tech start-ups can't afford dumb preferences, otherwise known as "my competitor's advantage."
