Sad thing is this isn’t even new. Teachers routinely enforced such rules at least as far back as early 90’s (albeit usually not in writing.) What’s changed is, with social media, this stuff escapes that hermetically sealed environment and the rest of us hear about it.

Indeed, but it's an aspect of the *traditional* classroom ethos. The only modern things about it are the bad grammar and the attempt to justify the traditional harshness with a veneer of modernity, pretending it's about a contract.
