Yeah, it's not that it's impossible to learn a foreign language without immersion, it's that it's nearly impossible to maintain if you're not confronting a consistent need to apply it... true of most everything learned via rote memorization.
Another useful point from this book: fluency in a 2nd language can be highly valuable, but with rapidly-evolving auto-translation apps, anything short of fluency really isn't. An English speaker speaking even a few words of a (non-English) language is received very positively in many contexts - it helps with ice-breaking and trust, even if it's not used as main means of communication. My guess is that this increases as tech gets better.
