A whole bunch of things are going horribly wrong there in addition to, and often causing, 'over-involved parents'. Try to suppress the effect and you may worsen both it and the cause.
The author points heavily at the higher ed admissions arms race, whereby affluent parents stack their kids’ resumes ever earlier & then can’t step back, having stripped the resulting young adult of any practice at agency & themselves of any practice letting their kid flounder

@MatjazLeonardis pointed out, this lumps together two different kinds of 'involvement'. Or collapses a scale representing a very good thing at one end and quite bad at the other. -
To put another way - whether the parent is being helpful or over-involved depends on what the child wants and what the parent's attitude is to those wants. Contrary to how people usually talk about this problems can't be divided into those a parent should or shouldn't help with.
