Just spitballing here, but you could increase local restaurant patronage AND create jobs if you had city employees walk techies into eateries at gunpoint around lunchtime

Half the places go out of business and the surrounding area turns into a total shithole with nothing but overpriced homes that won’t sell, insane crime, and in the center- the businesses that caused it to happen. Market dynamics always work themselves out.
