The more they reject, the better the signal gets. IIMs in India have 10x the rejection rate of Harvard. Thus an IIM graduate degree is the highest social signal here. You can get into anywhere if you have one of these degrees. (I know population is a factor too, but still)

you could as well switch it around ;) - they create winners (by means of the scarce signal), not pick them (they could admit a small random set above some threshold and it would work)

You can't switch it around. They pick - they can't *create*. People are successful because of what they choose to do. The "scarce signal" isn't a royal road to success. I think this is a bit exaggerated. Maybe it's a strange selection effect, but my impression is most people hardly register this "signal". And this is especially true for people who've gone to one of these places, which tends to be a disillusioning experience.
