Who suggested “treating poor focus as a failure of character”? Ability to proactively focus is simply a very useful life skill; having it or not says nothing about the “character” of an individual.
Poor focus is very widely equated to laziness, which is why it’s not generally considered unreasonable to admonish or further punish children for it.

Clearly the behavior you describe happens frequently, but imo it’s not really relevant to my point, which is that diligence/conscientiousness/grit/proactivity/etc should be encouraged.
