Poor focus is very widely equated to laziness, which is why it’s not generally considered unreasonable to admonish or further punish children for it.

Clearly the behavior you describe happens frequently, but imo it’s not really relevant to my point, which is that diligence/conscientiousness/grit/proactivity/etc should be encouraged.

(Fwiw, though poor focus and laziness are related, I don’t agree that they are “widely equated”. “Admonish” and “punish” are also meaningfully different.)
