1703 and 1709 updates ignore this on Home and Pro. Only Enterprise and Edu still honor it

Are you sure the first key is needed that makes me nervous. By the way, the second key totally works and we use it. Do you know who found that? Was it you?
I found it, with a bit of on-boot procmon and some testing. It's completely possible that only the second key is required. It's been a while since I thought about any of this, and unfortunately I don't recall specifically the difference between the two keys.
OK, I remember now. The second registry value turns off "suggested applications" in the start menu. The first registry value, which is undocumented as far as I can tell, is what prevents the actual automatic installation of Windows 10 foistware. Both together make Win10 happier
