Confusing indeed. Even the docs show that the prefs are unlocked. Though they never mention the need for admin rights in the doc, it does make me wonder if this feature is intentionally meant to not be locked down or do we have another bug ?
That's exactly the point of my initial post with the screenshots. Is the padlock behavior (no need to unlock/authenticate) intended behavior, or is it perhaps a bug? But a non-trivial number of commenters are interpreting it as "OMG Privesc!!" ¯\_(ツ)_/¯
