Even after running win10 decrap v1/v2, I had to do this, and add dword PreInstalledAppsEnabled 0 to key ContentDeliveryManager in HKLM

Besides. You’re wrong. This does not only concern “Windows Admins”. This concerns everyone. From the enthusiast gamers, who doesn’t need or want OneNote (also one of these normally uninstallables) to Aunt Tilly who gets confused because her start menu randomly changes.
I think point 2) is somewhere in Windows 10 EULA ;-)
