I couldn't find such an option. "Compose messages in this format" is set to "Rich Text", but in my testing Outlook still sent an HTML msg.
File, Options - mail, scroll down, when sending messages in Rich Text change to Send using Outlook Rich Text format.
Strange... That does indeed force RTF, but the PoC only functions if the message has an OLE object (any) as well as the DDE. ¯\_(ツ)_/¯
It may be because I'm using an IMAP server as opposed to Exchange. Either way, the OLE workaround (probs others) forces Rich Text to be used
