I can't repro on any Office 2007 - 2016, RTF-format email, paste from Word or Ctrl-F9 and new, local IMAP server, and click reply on receipt
Despite specifying RTF as the outgoing message,Outlook may still send as HTML. Force it to RTF (e.g by adding OLE) and it works as described
You can also go into Outlook options and tell it format internet messages as Rich Text
