web clips have been full screen for as long as I can remember, ever since iOS 2 I think. did that change anytime recently?

In the 4 years that I've had an iPhone, I've only ever seen Safari page shortcuts open in Safari. Up until the one I just created recently, which is in this much-less-useful form. I chalked it up to an iOS 13 change. Am I wrong? Is it possible to choose the style I'm used to?
