      To motivate retiring of abandoned devices, an active alert to users is probably the best. Let's check some real-world devices to see what happens when users *manually* check for updates.       I can only say there was no such screen for 11 years of Android. But after I publicly complained that Android phones (as well as iPhones) were deceptive about being up to date, the behavior changed later that same day. At least for Nexus 5 and Nexus 5X (so far). Coincidence?

          I checked for an update manually. I don't use it as a phone anymore since 03-18 but just checked for an update because you never know. It's my alarm clock since 03-18 and it's normally offline. I charge it every 2 weeks. :-)
