chirping should only be when it is a safe all walk. If something else is happening then its broken. Which intersection is chirping at the wrong time
@danielgilman Some crosswalks in Pittsburgh chirp when it's safe to walk, while others chirp when it's UNsafe to walk. This seems like a safety hazard, but also easy to fix, no?
