It's not as if these files are executable. They are just yet another obscure kind of container. Plus, they tend to be very large, so it is less likely that people will pass them around by e-mail. And they require installed 3-rd party software to open.

"Obscure" is an odd term to use for a container supported by Windows natively, and double-clickable since Windows 8. And the size is up to the person creating the VHD. I've added a 1MB VHD containing EICAR if you don't believe me.https://github.com/wdormann/vhds
