That's a good question. A quick search turns up a literal vs. numerical sort discussion and a method for changing it, it appears to have been a deliberate choice. https://www.techrepublic.com/article/alter-file-explorers-default-sort/ … Seems to be that it treats number strings as a different entity than text characters.
Probably relates to an obscure purpose that the average user doesn't notice or encounter often. I honestly can't say I've ever noticed this before, but then again I don't usually have any reason to sort my files in folders that contain that kind of random-ish string.
