Confirming that launching Cylera's polyglot pedicom-cylera.dcm file from cmd.exe actually runs it as an executable (!), although it's unrecognized format on the machine. This is a really weird behavior and could indicate something worse in the way Windows are "launching" files.https://twitter.com/Cylera_/status/1118262328313692160 …

I deleted old tweet that was explaining it. so to rehash - cmd.exe uses CreateProcess and Windows Explorer uses ShellExecute (first one doesn't care about file extension)

It has to be a bit more complex than that; as I remember CreateProcess can't launch test.txt and make it automatically open in Notepad. Or can it?

yes, it's more complicated and I didn't analyze the whole process as it's a bit of a mess; I rem. last time I checked cmd.exe always has a go at CreateProcess first; totally possible it involves some Shell functions when the program doesn't run. good catch! :-)

plot twist: if cmd extensions are ON (HKCU\Software\Microsoft\Command Processor\EnableExtensions=1) it goes via CreateProcess -> cmdext.dll!ShellExecuteWorker -> ShellExecuteEx otherwise via CreateProcess only and if fails, shows '<file> is not a valid Win32 application.' message

Opening a file from the CMD.EXE prompt in Windows may execute the file as a PE as opposed to open it with an associated file handler? How common is it for a user to open a file from CMD.EXE? Despite "file" reporting that the file is a DCM, how many security tools skip MZ headers?pic.twitter.com/U1uVeItl7q

IMO having security tools look for MZ header in files with non-exe extensions would be a bad move. There must be a bunch of rare file formats out there that can legitimately contain something resembling a MZ header.

I'm wondering if removing the CreateProcess step from cmd.exe and just going with ShellExecute would break anything. Would be nice to have someone from MS chime in.

One does not "open files" from the console, you invoke commands.
