Hm, I thought that restoring from a time machine backup restores the whole disk. IOW, restoring a Sierra time machine backup to a system will result in a Sierra system.

Got it. I had forgotten that that's an option to do a time machine restore. Depending on what progress you've made, it may be an easier (though possibly wall-clock-longer) route to do a "clean" time machine restore of Sierra and then upgrade the OS to Mojave.
