Seems Microsoft mail servers rewrite content-disposition:inline to content-disposition:attachment and this breaks pgp and it's been known since 2011 and it's still the case. And once this is not PGPs fault, but clearly Microsoft's. What's going on there? https://lists.gt.net/gnupg/users/55862 …
My understanding is that an Exchange server doesn't retain the original structure of an incoming email. It'll chop it up and when you request it, it'll give you a message that is a close semblance to the original. There's not much overlap between PGP users and Outlook users.
