Remember, the Windows Task Scheduler vul has nothing to do with spoolsv.exe or printing. Generically, it allows the overwriting of ACL-protected files. Ah, you're right. At first I thought that when downloading patches "Security Only" vs. "Monthly Rollup" meant "individual" vs. "cumulative". But I'm now seeing that this isn't the case. Ever since Microsoft changed their patch Tuesday publication structure, I can't follow. :-/

Yes, taking away the option to apply individual updates made things worse for users when something goes wrong. Previously you could've uninstalled update X (for an unimportant security issue) which broke some functionality, but keep updates that fixed critical issues.
