While you're at it, you'll probably want to block "Text Files" as well. The IQY format is just a channel through which to load remote CSV content. So even if you block IQY and the like, an attacker can pull off the same attack with a .CSV file. Excel considers CSV as "Text File".
Does it load the content in same way?
Do both. As you have users without the right Group Policy etc.
