I had disabled the silly Windows 10 auto-login feature after experiencing the double-login symptoms, as opposed to realizing any security consequences. Tried using this option on both 1709 & 1803 and it *did* stop TBAL being provisioned. It's hard to confirm anything with the changing nature of Windows 10 though...
