A fine article, Will, thanks for digging into this. Are all the not-really-ASLR cases you found with your tool a result of either mingw-w64 or WIBU IxProtector?
It's possible that any toolchain could produce dynamic base code that has a stripped relocations table. Though I'd suspect non-Microsoft toolchains the most. I have a hard time imagining a MS program emitting a self-contradictory binary. At least not without screaming warnings.
The WIBU case came to my attention through another researcher. And not all WIBU-protected code is ASLR compatible. Some WIBU binaries are randomized with ASLR, most are not. It's not clear to me now whether this is based on WIBU version, or options selected at compile/link time.
My script checks only for WIBU binaries now, as that's all I've seen so far that may be ASLR incompatible. There may be other protectors that have similar behaviors. My MS contact indicated the sample I shared was "not properly formed", and that's why it's not randomized.

Yet it's always loaded at 0x20000000, unless mandatory ASLR is enabled for it, or system-wide. 8664a5ebace292d347002a8434440feb93e69acd46e364a67c9975fc6e701aad OTOH is also WIBU, but ASLR-compat
Note that the "not properly formed" comment was based on the "dumpbin /headers" output of such a file, not the actual file.
