Signing the thing you use to install software on your system with administrative privileges is a tad more rudimentary/important than an arbitrary component of an already-installed application.
... sure, but if you plan to use authenticode to limit execution, you kinda need both yes? Now that I’m writing this down, regular desktop folks shouldn’t be running “run as admin” installers anyway.
And authenticode is such a mess you can’t use it to enforce a policy either
