For local variables, Tate's Peggy tool does handle them independently, drawing dataflow edges directly from the previous assignments (with phi nodes as needed) to their uses. Yogo does not and puts everything in a single memory value. This was a big mistake on our part.
Is Peggy actually different from Yogo in that sense? My impression from Sec6.1 of the Peggy paper is that "σ nodes" are used to model mutable state, and they say: "we have chosen [an abstraction] where all objects are put into a single summarization object σ."
