Since the major benefit of this feature is readability, it pays off the most when it's ubiquitous. So leaving it up to individual API devs to use records or not won't have the same systemic effects.
named arguments are one of the best language features of the past 60 years don't @ me (or do)
actually, even better are differentiating inner/outer parameter names. I absolutely *love* this aspect of Swift. it makes function calls look like sentences, which I'm a fan of. 
Another feature is flexible currying. With positionals, you can only curry left-to-right, so APIs need to be designed w/ args ordered in increasing frequency of change.
