The quote is usually attributed to Peter Drucker where I've seen it. And I think he really did say it? (NB: I agree more with Deming anyway)

A modernized version of this might be “the most effective management is most likely upon that which you can also measure”

Don't think I agree. How do you measure employee happiness? Job satisfaction? Effectiveness during an incident? Collaboration? Those are all key parts of what a manager does frequently but you don't have hard numbers on any of it.
