Each state’s Congressional delegation, alongside state and local leaders, should develop a prioritized list of projects. States should be allocated money based on individual infrastructure ranking and proportion of population

But we can’t stop there. We must prioritize national transportation projects, including high speed rail, to ensure we are competitive globally to enable rapid, efficient transit in an increasingly global economy.

We must also protect our energy grid. We got proof this week that Russians have attempted to hack our grid. And it’s vulnerable. I’ve worked on initiatives to protect our grid, but we must do more.

Finally, with all of the above, we must change how we award contracts in this country. We have seen consequences of awarding federal dollars to unprepared contractors. We have seen that shortcuts can lead to disastrous results.
