Well that was blatantly politically motivated and planned by a group of people. This was a crazy guy with a personal grudge.

I may be reading the story incorrectly, but it seems to echo your comments here - that 200 years ago people took out grudges against papers, sometimes as a group. It doesn't clarify what those grudges are (cartoonish pictures of Muhammad might correlate)
