    DC Council Chairman Phil Mendelson says about 60 bills are currently stalled because staff aren't being allowed to pass the Capitol fencing to deliver legislation to Congress for approval. "It is an irrational and unsustainable situation," Mendelson says.

    DC Council Chairman Phil Mendelson says DC Council staff cannot get through the physical Capitol fence to deliver legislation to be approved by Congress. DC laws require Congressional approval. This is not a metaphor, they're not being allowed past the physical barrier.
