Its actually the opposite, there is no scientific basis for suggesting that what you want will make us any safer, and lots of evidence that it will make our society less safe. The facts, actually invalidate your argument but you knew that.

So why is it not working in SF? Chesa let the criminals out / let them go. The police backed off. Crime went up.

There have always been a certain amount of unreported crimes. I got mugged in 1999 and didn’t report it. But I don’t believe that this phenomenon has gone up lately. Unless you have some evidence of that.
