I'm all for more English classes, but the majority of language-learning happens through immersing oneself in the language at home. Output is a necessary but small component. Students need some extrinsic motivation to learn, and a deadline could serve as a very good one.

Not necessarily. There are people who have lived in England for decades without learning more than a basic level of English. In the capital there are many isolated communities where English is rarely spoken or needed

How big those communities can be? You still need to go around if your lifestyle is in line with the modern society

Surpringly large, especially around Heathrow airport. Many shops, schools and workplaces will not necessarily speak English. And espcially if the person is unemployed, they can live quite comfortably on basic communication

The youngest, certainly. But we still receive many adult immigrants who live in isolated communities and could use a legislative push in the right direction
