Not necessarily. There are people who have lived in England for decades without learning more than a basic level of English. In the capital there are many isolated communities where English is rarely spoken or needed

How big those communities can be? You still need to go around if your lifestyle is in line with the modern society

Surpringly large, especially around Heathrow airport. Many shops, schools and workplaces will not necessarily speak English. And espcially if the person is unemployed, they can live quite comfortably on basic communication

Sooner or later they will adapt they must come out to get a job at least the youngest

The youngest, certainly. But we still receive many adult immigrants who live in isolated communities and could use a legislative push in the right direction
