I have never seen a British person sign off on an email with “Cheers,”
British twitter friends — does anybody do this in the workplace?

It's usually not between friends, but co-workers. It's part of a growing trend of "chummy" language entering corporate and commercial spheres. An office email will be signed with "cheers" and the instructions for a can of beans will read "Pop it in the hob and give it a good stir
